COVID-19 has had a significant negative impact on Asian Americans and Vietnamese people living in America, where disparities for this demographic are frequently masked due to language challenges and poor data collection. This study employs a systematic review and in-depth interviews to understand the impact of COVID-19 on Vietnamese people living in America from December 2019 to December 2021. We discover that the COVID-19 outbreak had an impact on four aspects of this group's life: (1) COVID-19 testing and vaccination, (2) employment and income, (3) mental health, and (4) government policies in response to COVID-10 spread. COVID-19 had no negative effects on the majority of interviewees, which contradicts previous research on the subject. While this study could be used as a reference for policymakers to implement additional policies to mitigate the disparities that Vietnamese Americans and Vietnamese people living in America may face in future health crises, the research could be expanded to a larger sample size of Vietnamese Americans and Vietnamese people living in America.

American liberal arts education has long been seen as a bastion of critical thinking, intellectual curiosity, and the pursuit of knowledge for its own sake. However, in recent years, the rise of neoliberalism has led to a clash of values between these two paradigms. This study aims to explore this clash, examining the theoretical framework of neoliberalism and liberal arts education, the intersection between these two paradigms, and the impact of neoliberalism on the provision of liberal arts education in America. Therefore, to clarify these key points, I organized the research in four parts. The first part provides an overview of neoliberalism, tracing its origins and history in America, and outlining its key values and principles. Additionally, this chapter examines the history and outlines key values and features of liberal arts education. The second part explores the intersection between neoliberalism and liberal arts education in America, examining the shared values and principles, as well as the tensions between these two paradigms. This part also provides an overview of the critiques of both neoliberalism and liberal arts education, considering the potential implications of these critiques for the intersection of these two paradigms. The third part examines the impact of neoliberalism on the provision of liberal arts education in America. Specifically, this part considers the impact of neoliberalism on the liberal arts curriculum, pedagogy, and students. The final part offers conclusions and implications for the intersection of neoliberalism and liberal arts education. Drawing on the theoretical and analytical insights developed in the preceding chapters, this part further considers the potential prospect of liberal arts education regardless of neoliberalism’s dominance.

THE WORLD HEALTH ORGANIZATION AND PANDEMIC RESPONSE: THE CASE OF THE COVID-19 PANDEMIC : TỔ CHỨC Y TẾ THẾ GIỚI VÀ PHẢN ỨNG TRƯỚC DỊCH BỆNH: MỘT NGHIÊN CỨU CỤ THỂ VỀ ĐẠI DỊCH COVID-19 / TRƯƠNG PHỤNG MINH; Nguyễn Thị Anh Thư

The Covid-19 pandemic is an epidemic affecting the respiratory system from a new strain of Corona virus that has spread across the globe since December 2019. During this pandemic, the World Health Organization (WHO) has made various efforts, from providing equipment, technical support and medicine, to issuing reliable specialist information and calling for international cooperation. Despite these efforts, the WHO failed to develop a globally coordinated response to the Covid-19 pandemic. The existing literature on the WHO’s failure in responding effectively to previous pandemics suggests three main explanations in terms of naming scheme, performance of staff, and lack of pandemic guidance. Nonetheless, such explanations have empirical problems when it comes to the case of the Covid-19 pandemic. This thesis provides theoretical explanations on why the WHO failed to develop a globally coordinated response to the Covid-19 pandemic by looking at their responses from three traditional approaches of International Relations (Realism, Liberalism, and Constructivism). Looking from the realist perspectives, the thesis argues that the WHO’s failure in developing a coordinated response to the Covid-19 pandemic was due to its soft approach to the Chinese government and weak actions in preventing responsibility-shifting and unequally vaccine distribution. From a liberal approach, the thesis argues that the WHO’s effort in distributing vaccines was creating more dependence on vaccine supply, leading to inequity in vaccine distribution. From a constructivist lens, the thesis shows that the ineffective statements by the WHO on mask wearing prevented them from setting good standards of behavior among the public. The findings of the thesis contribute to the literature on the WHO’s pandemic response, especially offering theoretical explanations for the WHO’s failures in developing a globally coordinated response to the Covid-19 pandemic and pointing out the lessons learnt for the WHO in developing a more effective response to future pandemics.

This research investigated the attitude of Vietnamese immigrants in the US towards heritage language maintenance (HLM), their HLM practices, and the obstacles appearing in this process. Five Vietnamese immigrant families including foreign- born parents and their US-born children participated in in-depth interviews to share their perception and experiences in this field. Thematic analysis was used to analyze the data. Overall, all participating parents showed a highly positive attitude with the idea of conserving Vietnamese for their children. To achieve this goal, a wide range of measures were exercised both inside and outside the home, for example, family communication in Vietnamese, registering in language schools, media or literature, etc. The results also suggested a new tendency of utilizing online resources like education applications or online classes. Despite efforts to maintain Vietnamese, these families faced various difficulties in learning and preserving their heritage language (HL) in a society where other languages are dominant and much different from Vietnamese. The study on Vietnamese American people provided several unique insights that are closely associated with this demographic. Hence, these findings offered practical implications for immigrant families in general and Vietnamese Americans in particular to successfully maintain their HL.
